A portion of  document 17 where one might glimpse reasons behind the apparent IBB (comprised of former VOA bureaucrats) hatred for Radio Liberty and its successes. Else why shut down only those stations which once belonged to this more efficient RFE/RL "good news network" and leave all less successful VOA stations untouched?
